Promoting household recycling (Local Authority communications best practice report)

27 Jan 26 2 minutes

Best practice recommendations for Local Authority household waste and recycling service communications to drive behaviour change.

The existing Household Recycling Code of Practice lists essential and desirable elements that local authorities should adhere to when communicating with citizens. This report contributes evidence to develop this further, so that best practice criteria can be considered for adoption across Scotland as a set of proposed minimum communication requirements, to support high performing recycling services.

Key findings

  • Building effective recycling campaigns in Scotland requires a mix of communication channels to reach diverse audiences.
  • Integrating varied channels into a cohesive strategy is more effective
  • Recommended channels included social media, community engagement partnerships, direct marketing, word of mouth and more.
  • Several behaviour change models are outlined as being effective for helping to drive behaviour change.
