Zero Waste Scotland’s governance and performance are set out through our Executive NDPB Framework Agreement and our Annual Reports and Accounts.
Our key corporate publications provide transparency about Zero Waste Scotland's strategic direction, annual priorities and performance. Our Annual Reports and Accounts detail our performance, achievements and progress against our Corporate Plan and Scotland's circular economy objectives, alongside our financial performance and governance arrangements.

The Framework Agreement defines our formal relationship with Scottish Ministers and the key roles and responsibilities for governance and accountability, while Public Services Reform Act Reporting provides transparency on our expenditure and the actions we take to promote sustainable growth, efficiency, effectiveness and economy.
Executive NDPB Framework Agreement
This framework document is agreed between Zero Waste Scotland and Scottish Ministers. It summarises how Zero Waste Scotland and Scottish Government will work together, and the key roles and responsibilities of:
- the Board
- the Chief Executive and Accountable Officer of Zero Waste Scotland;
- the Scottish Ministers; and
- the Portfolio Accountable Officer within the Scottish Government whose remit includes Zero Waste Scotland.
Public Services Reform Act Reporting
Under the Public Services Reform (Scotland) Act 2010, Scottish public bodies must publish annual statements on expenditure and on the steps taken to promote sustainable growth, efficiency, effectiveness and economy.
