Household Waste Recycling Centre Interventions Report and Model

Our ‘Household Waste Recycling Centre Intervention Analysis Report’ identifies improvements that have been successfully implemented at Household Waste Recycling Centres (HWRCs) across the UK and explores their potential impact on HWRC reuse and recycling rates in Scotland.

The four interventions explored were:

  • The introduction of a booking system for all vehicle types
  • The introduction of black bag splitting (the separation of recyclables from containers of mixed waste)
  • The provision of regular staff training (at least annually)
  • The introduction of a reuse container

The impact of these interventions at a local authority and national level can be calculated using the ‘HWRC intervention performance indicator model’ that applies the data collected for the report.

These resources link to the HWRC self-assessment tool that is provided to support local authorities understand the areas of best practice they are demonstrating and could improve. This research aims to support local authorities to achieve and maintain high performing HWRCs.
