Recycling Improvement Fund (RIF) Longitudinal Evaluation: 2023 Impact Report

This report forms part of the ongoing longitudinal assessment of impacts achieved by Recycling Improvement Fund projects.

Zero Waste Scotland administers the £70million Recycling Improvement Fund on behalf of the Scottish Government. Its aim is to accelerate progress towards Scotland’s ambitious waste and recycling targets and net zero commitment.

To date the Recycling Improvement Fund has made 48 awards, to 27 local authorities, with a total value of more than £66million.  

The aim of the Recycling Improvement Fund Evaluation is to document the impact of projects which are mature enough to provide data demonstrating progress towards the aims and objectives of the Fund, as well as achievement of the targets identified within the funded application. These projects represent £15.6m of the total £70m fund. 

Key findings:

  • Over the year 2023, a net total of over 4,600 tonnes of additional recycling was observed across targeted material streams within these 10 local authorities, as well as 100 tonnes of reuse.
  • When interviewed, 64% of funding recipients reported that their projects had successfully achieved their goals; and 100% noted positive outcomes.  
  • A total of around 30 new jobs were created to support the implementation of Recycling Improvement Fund projects.
