Research on the governance of material management in the establishment of resource exchange mechanisms

The potential of circular economy Materials Management Facilities (MMFs) in the construction and energy sectors.

This report considers the potential of circular economy Materials Management Facilities (MMFs), often known as resource exchange mechanisms.  Zero Waste Scotland is working with the Scottish Government to help realise such facilities, identified as national developments in the National Planning Framework 4.

Questions remain however about the number, location and scale of facilities required, as well as the governance of resource exchange mechanisms activities – including handling of secondary and surplus materials that can take place through them.

This report includes desk-based research and stakeholder engagement work which has identified that there are significant opportunities for growth in the reuse of many high value items and materials in Scotland, with minimal barriers in terms of certification, CE marking, warranties and insurance in the construction and energy sectors (renewables/oil and gas).  

The report also supports the on-going CirCoFin project, a Horizon EU funded project which is developing a business case for a construction materials exchange hub in Scotland.  

Key findings

  • The report finds significant opportunities for growth in the reuse of many high value items and materials in Scotland, with minimal barriers in terms of certification, CE marking, warranties and insurance.
  • Without recertification and the provision of warranties, the potential for the circular economy market to grow will be diminished across certain materials.
  • Main barriers to reuse are a lack of awareness of potential opportunities that exist and current practices.
