LHEES Methodology

The LHEES Methodology and Approach has been prepared on behalf of the Scottish Government by Zero Waste Scotland. Local authorities are not required to use this methodology as they produce their Local Heat and Energy Efficiency Strategy and Local Heat and Energy Efficiency Delivery Plan.

This methodology comprises a suite of documents, tools, templates and detailed practitioner approach documents – these are all listed below. The Read Me document outlines how to access and use these.

Methodology

This is the main methodology document and includes an outline on all the stages within this methodology. Additional documents are provided for the detailed practitioner approaches produced for Stage 4 and the Non-Domestic approach.

Stage One and Two

These templates accompany Stage 1 – Policy and strategy review and Stage 2 – Data and tools library as described within the main methodology document.  

Stage Three

The Domestic Baseline Tool is a key component for Stage 3 and is used for strategic zoning and pathways. The errors and issues document that goes alongside this provides an overview of some of the errors and issues that had been identified with version 4.0 of this tool.  Note that the Domestic Baseline Tool available here is version 4.1 which has these errors corrected but which would require further alteration prior to being used. There is a note to this effect within the ‘Overview’ tab of this tool. 

Non-Domestic Approach

The Non-Domestic Approach provides a means to gain a strategic overview of the nature of non-domestic properties and the Non-Domestic Baseline Tool is used to for that.

Stage Four - Generation of initial delivery areas

The Stage 4 documents provide a detailed practitioner approach on how to create initial delivery areas for each of the LHEES considerations. The accompanying tools and templates assist the approach for the corresponding consideration.

Stage Seven and Eight - Strategy and Delivery Plan templates

Example templates that can be used or adapted for a Strategy and Delivery Plan document.
